How these numbers are estimated
For counties where we run live collection, we measure real fire and water losses off public safety dispatch every day. From our best-covered market we get a baseline rate of roughly 7 fire losses per month for every 100,000 residents, and a water-to-fire ratio drawn from the market where we capture water most completely. We apply that rate to each county's population to estimate its monthly volume.
